City Council

The Charter of the City of Rosenberg recognizes the City Council, consisting of the Mayor and six Council members, as the City's body of chief elected officials. The powers and duties of the City Council include appointing the City Manager, City Secretary, Police Chief, Municipal Judge, City Attorney, and members of the City's boards and committees. City Attorney

The City Attorney provides legal services to the Mayor/City Council, City staff and City-appointed boards and commissions as needed. The City Attorney also reviews all legal documents such as ordinances, resolutions and contracts and/or agreements before bidding, and represents the City in all related litigation and in municipal court trials. The City's current City Attorneys have been retained by City Council on a contract basis and operate out of a private practice in Houston.

City Manager

The City Manager's office, located at City Hall, consists of the City Manager and the Assistant City Manager. The City Manager is the chief administrative officer of the City. The City Manager's office coordinates, directs, and reviews the activities of all departments within the City. The City Manager appoints all department heads of the various City departments, with the exception of those positions mentioned above. Learn more.

City Secretary

Major functions in the City Secretary's office are preserving the records and documents of City Council, as well as acting as Records Management Officer for all City records; preparation of proclamations and certificates; meeting all of the legal requirements for posting agendas; publishing legal notices; holding elections; managing the office; and budgeting.

Economic Development

The Economic Development Department consists of the Economic Development Director and the Assistant Economic Development Director. This department engages in a number of activities, all of which are aimed toward maintaining and improving the economic well being of the City of Rosenberg, as well as its citizens and businesses, and also oversees the Rosenberg Civic and Convention Center and staff. Convention Center

This Division is primarily responsible for the planning and organizing of recreational facilities at the Rosenberg Civic and Convention Center, parks and athletic fields. Activities include scheduling athletic fields for team, league and/or tournament use, reservation of park pavilions, the City Hall and Seabourne Creek Park Gazebo, scheduling classes and rentals of the Civic and Convention Center, planning and coordination of special events throughout the year, and collection of fees for athletic events, park, gazebo, and Civic Center and Convention Center rentals.

Marketing and Public Affairs

The Marketing and Public Affairs Department develops, plans, and coordinates internal and external marketing and publicity activities regarding city operations, services, programs, and activities. The director oversees tourism activities, special events, and the management of the Rosenberg Civic and Convention Center.

Information Services

The primary role of the Information Services Division is to assist employees with their day-to-day computer and telephone needs. Major responsibilities include maintaining networks, file servers, personal computers and telephone systems. This Division reports directly to the City Manager and helps coordinate the planning, installation, and implementation of information systems.

Finance

The Finance Department consists of three divisions:
Accounting

This Division is responsible for central processing of all financial related data and information for the City. These activities include accounts payable, payroll, accounts receivable, purchasing, investments, and general ledger maintenance. This department is also responsible for the preparation of the annual budget, comprehensive annual financial report, five-year capital improvements program budget, and other interim financial reports.

Tax Assessing & Collecting

Whereas this function is consolidated with the County, the Finance Department continues to work with the County in calculating the effective tax rate. In addition, the Finance Department works with the delinquent tax attorney to provide information necessary to collect delinquent taxes in a professional but aggressive manner.

This Division is responsible for the billing and collection of water, wastewater, solid waste, sales taxes on solid waste, liquor licenses, hotel/motel taxes, health permits, building permits, and other miscellaneous charges for services provided by the City.

Fire

The primary responsibility of the Rosenberg Fire Department is to offer the highest possible level of fire protection, first responder, rescue, hazardous materials response, and emergency management to the City of Rosenberg. The department is made up of a combination of paid and volunteer firefighters and makes regular fire safety inspection of nursing homes, places of public assembly, schools, and daycare centers. Fire Marshal

The Fire Marshal reports directly to the Fire Chief. The Fire Marshal's main goal is to reduce the potential for fire and loss of life in the City of Rosenberg through Public Education, Public relations, and Fire Inspections. Municipal Court

Municipal Court is responsible for providing administrative support for the City's justice system, including processing traffic citations, Class C misdemeanors, and City Ordinance cases. Learn more.

Personnel

The Personnel Department has the primary responsibility of assisting the City Manager in the administration of the City's personnel development, benefits, and risk management systems and is also responsible for assuring compliance with all local, state and federal personnel laws. This department assists in the recruitment, selection, and appointment of employees and maintains the City's personnel policies and procedures manual, classification, pay plan, related manuals, and policies.

The principal responsibility of the Rosenberg Police Department is the protection of people and property through enforcement of criminal laws and traffic regulations. The Department also enforces parking regulations, juvenile curfew, and solicitors' curfew, provides assistance and conducts public education programs. Animal Control

The City's Animal Control Division consists of two Animal Control Officers whose primary duty is to protect citizens from danger and nuisances created by uncontrolled or diseased animals. Protection of citizens is accomplished through the enforcement of various state statutes and City ordinances. The Division is also responsible for taking proactive measures to place stray and abandoned animals in adoptive homes, and the maintenance and operation of the Animal Control Shelter. Learn more.

  Code Enforcement

This Division is responsible for the enforcement of various codes and ordinances of the City to safeguard the public health, welfare, and safety of the citizens. This enforcement includes codes for buildings, plumbing, gas, electrical, sign and mechanical inspections. Additional duties involve investigation and demolition of dangerous buildings and structures, weed control, regulation of commercial junkyards and removal of junk and debris.

Fleet Maintenance

This Division is responsible for providing internal support to all divisions through vehicle and machine maintenance, and maintaining detailed records of repair and maintenance costs of fleet.

Health

This Division is primarily responsible for enforcing city, state and federal codes that regulate the food industry and the general sanitation of the City, including the inspection of and permit issuance to all food service establishments, mobile food units, retail grocery outlets, motels and mobile home parks. This Division is primarily responsible for the service and maintenance of seven (7) City parks, nine (9) athletic fields, two (2) swimming pools and the Rosenberg Cemetery, along with horticultural development and maintenance, building and equipment maintenance and care and maintenance of other City-owned property. Water/Wastewater Utilities Department

These Divisions are primarily responsible for the production, distribution, and treatment of potable water. This includes construction and repairs of new and existing water lines and constructing water taps for new structures. The Wastewater Division is responsible for the collection and treatment of wastewater in accordance with state and federal regulations. This includes construction, maintenance of new, existing sewer lines, and construction of sewer taps for new structures.
