Biography - Jack S. Hamlett

of
Rosenberg
voted unanimously to hire
Jack Hamlett
to
serve as the City of
Rosenberg
’s City Manager. He began
his employment on February 6, 2006.
Background Summary:
Mr. Hamlett has had a successful local government management career that
has included service as the first City Administrator in a rapidly growing
suburban city in addition to a well-established city which was as regional
center for agricultural businesses. Mr.
Hamlett brings a wealth of experience in intergovernmental cooperation, and is
committed to maintaining a quality community. His professional career have
included implementing financial management programs, community strategic
planning processes, negotiating public/private partnerships, developing
cooperative relationships with other governmental entities, and the completion
of numerous capital projects.
Experience:
April
1995 to November 2005
Hamlett served the City of Seguin as City Manager – a full service
city that included municipal electric utility service,
various economic development programs, a municipal golf course, coliseum,
and library. During his tenure with
Seguin, he also assisted in negotiations with Guadalupe County to provide EMS in
the County’s unincorporated areas; and, helped to establish a nonprofit
corporation for a water project with the City of Schertz for which he served as
the corporation Executive Director to implement a $50 million project.
February
1981 to March 1995
In February 1982, Hamlett was appointed to serve as the first City
Administrator for the newly incorporated
municipality
of
Farragut
,
Tennessee
and was afforded the opportunity to participate in the development of a
local government from its beginning. Farragut
is a fast growing community which experienced an increase in population from
6,000 to 15,000 and enjoys a reputation for innovative and professional
management.
January
1976 to January 1981
Hamlett began his municipal career in 1976 as the City Administrator for
Lake City, South Carolina, where he established an economic development program,
implemented a financial management program to improve cash shortfalls, and
established parks and recreation services.
Education:
Hamlett received his Bachelor of Science and his Masters of City
Management from
East
Tennessee
State
University
. He attended the Senior
Executive Institute, Center for Public Service at the
University
of
Virginia
in 1989; and attended Senior Executive Institute Alumni Sessions in
1990, 1991, and 1999.
Affiliations/Memberships:
He has been a member of the International City Management Association
since 1974; a member of the Texas City Manager Association since 1995; and, was
as a member of the Tennessee City Manager Association from 1981 to 1995 –
serving as the organization’s President from 1992 to 1993.
Personal Information:
Hamlett is married to wife Elizabeth, has two sons, two step-daughters
and four grandchildren.
